Special Pass / Special Pass Enforcement

1. Special Pass

About: For planned, administrative procedures while the student’s visa is likely still valid (or recently expired in a short grace period).
Purpose: To apply for a Special Pass for routine administrative reasons, such as extending legal status while waiting for a new student pass or, specifically, for the Checkout Memo to leave the country legally after studies. This is handled administratively by the UTM International.

Documents Required:

Original passport
Copy of passport bio page & latest visa
For dependents: copy of student’s bio page & latest visa

Student status letter from faculty
For Checkout Memo only:
- Senate confirmation/completion letter
- Flight ticket within 1 month to home/resident country (with resident pass copy if applicable)

Fees:

Admin Fee: Student RM30 | Dependent RM40
(Pay via QR code at UTMKL Services or payhub.utm.my)
EMGS Fee via JomPAY (invoice will be emailed)

Processing Time:
Minimum 14 working days.

After Payment:
Email proof to isckl@utm.my with name and passport number.

2. Special Pass Enforcement

About / Context: For emergency, high-risk cases where a student or dependent has already overstayed their visa (their visa has expired).
Purpose: To apply for a Special Pass as a last resort to legalize an overstayer’s status and avoid arrest or deportation. It’s a corrective and enforcement-related process. The student must go to the Immigration Enforcement Unit in person.
