Ia&nbsp; juga&nbsp; merupakan&nbsp; langkah&nbsp; jangka&nbsp; pendek&nbsp; untuk membantu&nbsp; sesebuah&nbsp; agensi, terutamanya&nbsp;agensi yang&nbsp;baru&nbsp;ditubuhkan&nbsp;bagi&nbsp;memantapkan operasi masing\u00admasing. Pertukaran&nbsp; tetap&nbsp; pula&nbsp; ialah&nbsp; kaedah&nbsp; pelantikan&nbsp; secara&nbsp; tetap&nbsp; pegawai&nbsp; yang sedang&nbsp; dipinjam\/&nbsp;ditukar&nbsp;sementara&nbsp;ke&nbsp;jawatan&nbsp;yang disandang di&nbsp;agensi&nbsp;peminjam.<\/p>\n<p><strong>PRINSIP&nbsp;PEMINJAMAN&nbsp;<\/strong><\/p>\n<p>Prinsip&nbsp;yang diguna&nbsp;pakai&nbsp;dan&nbsp;menjadi&nbsp;asas&nbsp;untuk menimbangkan&nbsp;peminjaman&nbsp; seseorang pegawai&nbsp;ialah:&nbsp;<\/p>\n<p>(a)&nbsp; peminjaman&nbsp;perlu&nbsp;dipersetujui&nbsp;oleh&nbsp;ketiga\u00adtiga pihak yang terbabit, iaitu&nbsp; agensi&nbsp;pembekal, agensi&nbsp;peminjam dan&nbsp;pegawai\u037e&nbsp;<\/p>\n<p>(b)&nbsp; peminjaman&nbsp;di&nbsp;antara&nbsp;agensi&nbsp;awam:&nbsp;<\/p>\n<p>(i)&nbsp; hendaklah&nbsp; ke&nbsp; gred&nbsp; jawatan yang sama&nbsp; atau setaraf&nbsp; atau gred&nbsp; jawatan&nbsp;yang lebih&nbsp;tinggi&nbsp;daripada&nbsp;gred&nbsp;jawatan&nbsp;hakiki&nbsp;pegawai\u037e&nbsp;<\/p>\n<p>(ii)&nbsp; bagi&nbsp;jawatan&nbsp; terbuka, jika&nbsp; pelantikan&nbsp; dibuat&nbsp;secara&nbsp; peminjaman&nbsp; ianya&nbsp; hendaklah&nbsp; menggunakan&nbsp; skim perkhidmatan&nbsp; hakiki&nbsp; pegawai\u037e&nbsp;dan&nbsp;<\/p>\n<p>(iii)&nbsp; bagi&nbsp; jawatan&nbsp; yang telah&nbsp; ditetapkan&nbsp; skim perkhidmatannya, kekosongan&nbsp; jawatan hendaklah&nbsp; diisi&nbsp; oleh&nbsp; pegawai dalam skim&nbsp; perkhidmatan&nbsp; tersebut. Sekiranya&nbsp; tiada&nbsp; pegawai&nbsp; dalam skim&nbsp; perkhidmatan&nbsp; berkenaan&nbsp; yang&nbsp; layak untuk mengisi kekosongan&nbsp; jawatan&nbsp;tersebut, pengisian&nbsp;boleh&nbsp;dibuat&nbsp;secara&nbsp;peminjaman&nbsp;oleh&nbsp; pegawai daripada skim perkhidmatan yang lain. Pengisian&nbsp;secara&nbsp; peminjaman&nbsp; ini&nbsp; hendaklah&nbsp; menggunakan&nbsp; skim&nbsp; perkhidmatan&nbsp; jawatan&nbsp;pinjaman.<\/p>\n<p>(c)&nbsp; peminjaman&nbsp; ke&nbsp; gred&nbsp; jawatan&nbsp; yang lebih&nbsp;rendah&nbsp; daripada&nbsp; gred&nbsp; jawatan&nbsp; hakiki&nbsp;pegawai&nbsp;tidak dibenarkan\u037e&nbsp;<\/p>\n<p>(d)&nbsp; pegawai akan&nbsp; ditawarkan&nbsp; syarat peminjaman&nbsp; yang&nbsp; mana secara&nbsp; pakejnya tidak&nbsp; kurang baik (no less&nbsp; favourable)&nbsp; berbanding&nbsp; dengan&nbsp; jawatan&nbsp; hakiki khususnya dari&nbsp; segi&nbsp; gaji, elaun&nbsp; dan kemudahan. Kemudahan&nbsp; dalam&nbsp; konteks ini&nbsp; merujuk kepada kemudahan cuti, kediaman, perubatan&nbsp; dan&nbsp; kemudahan&nbsp; lain yang&nbsp; bersesuaian&nbsp; dengan&nbsp; bidang tugas&nbsp;jawatan&nbsp;pinjaman\u037e&nbsp;<\/p>\n<p>(e)&nbsp; tempoh&nbsp;peminjaman&nbsp;pertama&nbsp;yang boleh&nbsp;diluluskan&nbsp;adalah&nbsp;sehingga&nbsp;tiga&nbsp; (3)&nbsp; tahun. Tempoh&nbsp; keseluruhannya&nbsp; tidak digalakkan&nbsp; melebihi&nbsp;lima&nbsp;(5)&nbsp; tahun&nbsp;untuk memastikan&nbsp;sesuatu&nbsp;peminjaman&nbsp;itu&nbsp;tidak berpanjangan.<\/p>\n<p>(f)&nbsp; pegawai&nbsp; yang memenuhi&nbsp; syarat&nbsp; peminjaman seperti&nbsp; yang ditetapkan&nbsp; dalam Pekeliling&nbsp; &nbsp; Perkhidmatan&nbsp;ini&nbsp;boleh&nbsp;diselaraskan&nbsp;gaji&nbsp;dengan&nbsp;diberi&nbsp; insentif&nbsp;:&nbsp;<\/p>\n<p>(i)&nbsp; tiga&nbsp;(3)&nbsp;Pergerakan&nbsp;Gaji&nbsp;Biasa&nbsp;di&nbsp;jawatan&nbsp;hakiki&nbsp;bagi&nbsp;peminjaman&nbsp; ke&nbsp;gred&nbsp;jawatan&nbsp;yang sama&nbsp;atau&nbsp;setaraf\u037e&nbsp;atau&nbsp;<\/p>\n<p>(ii)&nbsp; dua&nbsp;(2)&nbsp;Pergerakan&nbsp;Gaji&nbsp;Biasa&nbsp;di&nbsp;jawatan&nbsp;hakiki&nbsp;bagi&nbsp;peminjaman&nbsp; ke&nbsp;gred&nbsp;jawatan&nbsp;yang lebih&nbsp;tinggi&nbsp;daripada&nbsp;gred&nbsp;jawatan&nbsp;hakiki.<\/p>\n<p>(g)&nbsp; setelah&nbsp;ditetapkan&nbsp;jumlah&nbsp;gaji&nbsp;yang boleh&nbsp;diselaraskan&nbsp;mengikut&nbsp;prinsip&nbsp; di&nbsp; perenggan&nbsp;<\/p>\n<p>(f), gaji&nbsp; permulaan&nbsp; yang boleh&nbsp; ditawarkan&nbsp; hendaklah&nbsp; ditetapkan&nbsp; pada&nbsp; matagaji&nbsp; yang sama&nbsp; atau&nbsp; tertinggi&nbsp; berhampiran&nbsp; di&nbsp; jawatan&nbsp;pinjaman<\/p>\n<p>&nbsp;<br \/>\n[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row custom_padding=&#8221;0|0px|0px|0px|false|false&#8221;
